For weeks after Hurricane Ike in 2008, some people complained about broiling in the September heat. For others, the lack of power was more than just uncomfortable, it was life-threatening. In the days following the storm, dozens with special medical needs descended on the George R. Brown Convention Center in downtown Houston, desperate for everything from oxygen to insulin.

Starting today Texas drivers can be ticketed if certain youngsters aren’t strapped into booster seats. The new state law requires passengers younger than 8 and shorter than 4 feet 9 inches to ride in car seats or booster seats.
